Librarians and Legislation: how can we influence new
legislation and what do we need to know to stay legal in the
online environment?
The Terrorism Bill, currently going through its stage in the UK
Parliament, has been the most recent piece of legislation where
the library profession has been concerned that its opinion is
taken account of, in order to ensure that the personal rights
of library users are not infringed. But how are our opinions
sought and made known to the decision makers? How do our
professional bodies represent us as advocates or lobbyists?
On a more practical level how can we track the progress of
Bills in the Scottish Parliament and the UK Parliament?
And once legislation is in place what are the legal issues that
information professionals are required to address when managing
and providing on-line information services, and how can we make
sure that the law does not become a barrier to service
provision and development?
This ISG (Scotland) meeting hopes to address these issues with
talks from Elaine Fulton, Director of the Scottish Library and
Information Council and CILIP in Scotland, Francesca McGrath,
Senior Research Specialist, Scottish Parliament Information
Centre (SPICe) and Jason Campbell, Manager of JISC Legal.
