>to: Members of CILIP Council

>Many of you will have seen the call for expressions of interest in
>Chairing or being a member of a proposed Governance Review Task Force that
>appeared in the Gazette of 24 February. Some of you may have followed up
>to the web address given - if not you will find full details at:

>It is important to emphasize that the establishment of a Governance Review
>Task Force is dependent on the approval of Council. At its meeting on 8
>December 2005 Council asked the Executive Board to present proposals at
>its next meeting for undertaking a Governance Review . It seems widely
>accepted that the Governance review should be completed by the end of this
>year with a report to Council at its meeting on 7 December 2006. This is a
>short timescale for a potentially large piece of work. The Executive Board
>favoured an "independent" Task Force appointed on Nolan principles as the
>best way of addressing this task. However it was felt important to
>advertise for expressions of interest prior to the Council meeting in
>April, as to advertise only after Council had approved the establishment
>of a Task Force, would have reduced still further the time available for
>the Task Force to undertake its work. The piece in Gazette and the text on
>the web both make it clear that the establishment of a Governance Review
>Task Force is subject to the approval of Council.
>
>I have had a query from one Councillor regarding the position of
>Councillors in applying for membership of the Task Force. The Executive
>Board will be proposing:
> * that there is a Governance Review Task Force of 6 members
> * that four members will be "independent", including the Chair, and
> appointed (by a Panel of elected members drawn from the Executive Board -
> probably the Chair of the Executive Board advised by the Chair of
> Professional Practice and the Backbench member of the Executive Board) as
> described on the website
> * that 2 members will be elected by Council from amongst their own
> members
>
>Councillors will not be eligible to apply to be Chair or an independent
>member. Council will receive a full report with these proposals for a
>Governance Task Force at its meeting on 5 April 2006
>
>Councillors may wish to encourage other CILIP members to put their names
>forward for the Task Force. The application process is described on the
>website (address as above) and the closing date is Friday 24 March 2006.
