IIRC it gets configured as "DefaultVO" (which of course isn't a VO), hence
you'd have to specify it somehow for each job. If set to something useful
it works, but I still set the VO in the JDL anyway to avoid confusion if I
have to use a different machine.
I've always changed that config file by hand (also
/opt/edg/etc/edg_wl_ui_cmd_var.conf and
/opt/edg/etc/edg_wl_ui_gui_var.conf, if they still exist).
