It is dangerous to have the system poll more frequently.
That would be fine when it is only dealing with a few jobs,
but does not scale to the thousands of parallel jobs that we
intend the system to be handling.
What is the problem with a turn-around of 6 minutes for just 1 job?
We should only care that for 100 jobs it is not 100 * 6 minutes
but much less (if all those jobs can run more or less immediately).
