Hi,
I have seen that kind of behavior on cygwin. It seems that the version BEFORE the one linked on the website was fine with the old FSL distro but is not with the new one. Try to download the image as indicated on the website and substitute the cygwin1.dll on your installation with the one of the downloaded image. This will tell you if the *.dll was the problem. Alternatively - and of course more kosher - reinstall cygwin from scratch.

Yes I did because I thought the newest Cgywin version caused some trouble...
Indeed when I just reinstalled the previous version of FSL 3.2 the whole system including FEAT works again...
