The Moving Here project (http://www.movinghere.org.uk) is looking for an E-
Learning Consultant for the evaluation phase of our Schools project.  
Please see details below or see attachment.  Tenders are due on 9 August 
for interviews on 16 August.

Moving Here (http://www.movinghere.org.uk) explores, records and 
illustrates the experiences of people who have come to England over the 
last 200 years. The website offers free access to online versions of 
original material related to migration history from local, regional and 
national museums, archives and libraries. It also contains stories 
submitted by people about their experiences of migration.

We are developing a Schools website for Key Stages 2 and 3, funded by the 
Heritage Lottery Fund and the London Grid for Learning. The resource covers 
the following topics:
·	The Victorians (KS2 History and Citizenship)
·	Britain since 1948 (KS2 History and Citizenship)
·	The Holocaust (KS3 History and Citizenship)
·	People and Places (KS3 Geography and Citizenship)


We are looking for an experienced e-learning consultant (or consultancy 
partnership) to conduct a formative evaluation, prior to the launch of the 
our new Schools site, by observing teachers and pupils in 6 schools using 
it online in their classrooms.


The main aim is to assess the effectiveness of the new Schools site in the 
most realistic setting possible and to enable Moving Here to make 
refinements where needed.

The 6 London-based schools have already been chosen through the London Grid 
for Learning and the teachers have been involved in reviewing the written 
content

The E-Learning consultant will be expected to work in conjunction with the 
Moving Here Education Resources Manager (ERM) to:
·	Work with teachers to decide which units to use for the evaluation.
·	Brief the teachers on what is required during the session.
·	Schedule the observation sessions with the teachers.

The E-Learning consultant will be expected to:
·	Produce a suitable methodology and process for observation and 
assessment including, but not limited to: learning, engagement, content 
suitability, ease of use.
·	Conduct 15-25 classroom observation sessions with teachers teaching 
the site using an interactive whiteboard or in an ICT suite.
·	Interview the teachers after each session.
·	Collect feedback from the pupils after each session.
·	Write session reports and send to ERM soon after each session 
observed
·	Produce a final report giving findings and practical suggestions 
for improvement to the website.

Desirable skills:
Experience with online learning resources
Some experience of interactive whiteboard methods
Ability to communicate with children
Good analytical and written skills
Flexible and adaptable
Strong organisational skills

Timescale:
The classroom observation sessions are to be scheduled between 1 Oct and 30 
November 2006. The consultant’s report is due by 15 December.

Flexibility is needed to accommodate schools’ schedules.

Deliverables:
Session reports to be sent to Central Team soon after each session 
observed. These are to form an appendix to the final report.

Final report deliverable in Word on disk & hard copy.

Travel:
Travel and subsistence costs to be included in the consultant’s fixed costs.

All material used during the evaluation and the final report itself will be 
the copyright of Moving Here and The National Archives. All material used 
during the evaluation and the final report itself will be confidential and 
can only be released with permission from Moving Here and The National 
Archives.

The National Archives Standard Consultancy contract applies. Please contact

Consultants should supply a fixed cost price for this work with their 
reply. 

The Tender Document
The reply to tender should include information on:

·	CV and work history with relevant examples of similar work.
·	Brief outline of proposed methodology for observation and 
assessment.
·	Proposed work and fixed costs based on, but not limited to, the 
table 

*additional work should be included if it adds value to your proposal.

Please list number of days and associated costs for the following tasks:
*Liaising and scheduling sessions with teachers		
*Preparation and methodology		
*Meetings with 6 teachers and debriefs
* Classroom observation sessions - between 15 and 25. Estimated as half day 
each comprising 1-2 hours in classroom, pupils’ feedback, travel time
(please quote for min and max)
*Writing session reports		
*Meetings with Moving Here project team		
*Analysis 		
*Writing final report
