To be honest I had thought this was standard procedure anyway! Its definitely what most if not all of the LEA's we deal with will do.

Subject: LEAs
Dear all
I have recently come across of couple of LEAs who have told students
applying for DSA that the LEA will not release any funds for equipment
or other support until the student has actually enrolled on their
course. This seems unnecessarily harsh to me, and will be a serious
delay for those students involved.
Does anyone know whether this is just random decision making by a few
LEAs or whether some new guidance has gone out to all of them?
