Since the Processor processes on behalf of the Controller they are viewed as
a part of the Controller for DPA purposes despite being a separate
organisation. Thus data held by Processor is held by Controller

As DPA s 1(1) says, the data controller is the person - human or legal - who
'determines the purposes for which and the manner in which any personal data
are, or are to be, processed'.
Personal data could be held by a data processor or a data controller.
