Also, they (the govt.) have (or were/are) looking at whether UK citizens
who have spent a lot of years living abroad should be able to vote for
who rules us poor citizens who cannot spend all our time on sunny
beaches. The theory is/was that they should be made to spend some time
in the UK before they had the chance to vote.
I will make no comment about the length of time/plane trips that MPs
have during recess.

Actually to be fair I understand why they put the Nationality question -
given that "nationality" is baed on "your country of birth, origin or
naturalisation", someone can be born abroad and still hold a British
passport, and vice versa.

I imagine that it is helping people to identify what their nationality
by asking them which passport they hold (and presumably if they don't
hold one which one they would apply for). These forms have the Crystal
Clear campaign on their heels.

Q9 and Q10 are after the signature and therefore, I suspect, are not
part of the form proper.
If you were living outside the country then you would say so.
The registration process is intended to be as simple as possible.
In fact, Page 2 shows that this form is specifically intended for the
following categories:
"Moved Home? Coming up to 18? Or just not on the Register!"
The http://www.aboutmyvote.co.uk website doesn't even assume that you
know which local authority area you live in. You just enter your
postcode and it will tell you what council that is and it will generate
the address of the appropriate Electoral Registration Officer.
