Dear All, 

I'm currently drafting some guidance concerning subject access requests.

With regards to verifying the identity of the requestor is it reasonable
to ask that one form of official photographic ID be provided (identity
cards, anyone?!) or in the absence of such ID, two of the following:

*	Recent utility bill showing name and address of requestor not
older 	than 3 months before the date of the request
*	Credit card/bank statement showing name and address of requestor
not 	older than 3 months before the date of the request
*	Copy of Rates bill for the current financial year (NI equivalent
of 	Council Tax)
*	Written statement confirming identity of requestor by Religious
Minister, Lawyer/Barrister or GP 

Where someone is making a request for information on behalf of another
individual, is it reasonable to ask that individual for the same
verification AND an endorsement from the data subject that this
individual has their authority to make such a request?

It kind of does and doesn't at the same time.  The deeper recesses of my
mind go to before the PECR, in "pure DPA terms".  I'm sure there was
more
detail on it somewhere.

It was a bit of the site I hadn't got to before though, all of which is

(EC
Directive) Regulations 2003, sections 21 and 24.
