Tim - it was the English Commissioner - I think it is different for
Councillors. A constituent such as myself may have a problem - I
approach a Councillor to act on my behalf - surely that is consent. I
want him to have my details and sort out my problem.
It is very different to Council's obtainining information via a form and
then disclosing. There is a Councillors Code of Conduct so am not sure
that it is necessary.

I'm sure you're right that elected members are not public authorities

your FOI Act or mine (Kevin Dunion made that point very well at least as

as Scotland goes). However, I don't see how the constituency business
stuff
can be part of the Council notification, so they still need their own.
We've
decided that I will do the work to ensure that they all notify and keep
them
away from problems, but we're still considering whether it's appropriate
to
pay.

A few years ago this was raised here but nothing appears to have been
done
but I wonder if we really need to. The IC states that for constituency
business/political (under FoI) councillors are now no longer public
authorities under the Act. Which brings me to suggest that any Council
business will be covered in the Council's standard notification as
technically they are employees of the Council.
Please note - this is only my view.
