In my experience, everyone has an active role to begin. The raise your hand option appears only when a student has been set to
passive mode by an instructor. Then they can raise their hand to request being set active again. Note that the raise your hand
bit doesn't appear for instructors, just students. It appears to the right of the Private Message button.

The Blackboard Manual information about Lightweight Chat states :
"All participants have a passive role as a default at the beginning of a session". But this doesn't appear to be the case. Nor

Can anyone shed any light?
