We have a diversity officer who deals with complaints of harassment and I have
been looking at ways in which we can monitor the data that is collected. It is
simple to collect information on the person making a complaint, but I am
concerned about the reliability of data concerning the alleged perpetrator.
Guidelines state that we should be collecting racial data on both victim and
perpetrator, but in many cases we do not have contact with the perpetrator, and
therefore can only use the perception of the victim to identify ethnicity of
the perpetrator. This seems to be an unreliable source, in that it is not
disclosed by the individual concerned.
Has anyone else come across this problem, or have a solution? We try to
resolve such issues informally in the first instance, and those that do not
progress to a formal stage those that we have problems with in collecting data.
