As someone from the US, I don't fully understand how the British political
system works (e.g. ... the nuts & bolts of getting a bill to be heard and
considered by the full body). In the US, even if a bill is announced (even
by a member of the party that is in the majority) - there is no guarantee
that it will even have a hearing in a subcommittee of a committee - much
less brought to the floor of the House or Senate. Many, many bills are introduced
that never see the light of day.
Is Challen a MP who Blair listens to?
What is the next step in the process? Does an actually
committee vote on it & who makes up that committee?
If it passes a committee, is it usually easy to pass in the full
parliment?
