Sounds like a bug to me. We'll look into it.

I appreciate the problems surrounding this. The problems arise mostly because
of the transitional phase we're in. We have different groups of users who are
interacting with the Athens system in different ways, and in may cases
differently to from the way they may be used to. What we're trying to do with
our current reworking is take both ambiguity (such as the infamous
'Alternative login procedures and help logging in' link) and the need for
users to know more than what should be required (such as whether they're a
'classic' user or a 'gateway' user). Users who fall into multiple groups are
going to be particularly difficult to cater for.
