Of course- I don't think anyone would argue with that. Educationally
speaking however, the quality of the tool and how it is implemented are both
still important. What's the use of a tool that's so badly designed (whether
the tool be a VLE or a vocabulary or a whiteboard) that no teacher can use
it to do what they need to do? Achieving that takes forethought, planning,
evaluation, etc.- involving the teachers and learners of course. That's all
we're saying (on any side of the open source debate).
