UK LOM (UK learning object metadata)
QTI (question test interoperability)
simple sequencing
there's also work going on around standardising the way we implement/describe
accessibility, assessment, support for online learning, learning designs, and
other things I forget about ...
Centre for educational technology interoperability standards (CETIS) is worth
a look:
this is the educational content special interest group:

CETIS covers things like student information profile, library systems and
other stuff too
