1.3 New Performance Measurement Framework for local government in Wales.
This consultation is the result of the review of performance measurement
carried out by the Local Government Data Unit, on behalf of the Welsh
Assembly Government.  The framework and proposed core performance indicators
contained in this consultation have been developed jointly by the key
agencies in Wales including; local authorities, Welsh Local Government
Association, the Data Unit, regulators and Welsh Assembly Government policy
directorates.  The framework signifies a change in approach to performance
measurement in Wales, and emphasises ownership and the effective use of
performance information in the management of services.  

The consultation is set out in the attached document, to help facilitate
dissemination within organisations and to allow easy navigation through the
different aspects of the framework.   To further assist dissemination, this

2. MUSEUM ACCREDITATION 
2.1 Major change from Registration
The new Accreditation Standard incorporates a number of additions and
changes to the Acquisition and Disposal Policy. As a result of this, all
museums applying for Accreditation are required to submit a new Acquisition
and Disposal Policy for their service, even if their existing policy is
still current. 

Appendix 6 of the new Standard (pages 47-49) offers an outline policy, and
we suggest that you use this as a basis for your own policy. It is also
available as a downloadable Word document on the MLA website at

4.1 PRISM Annual Report 2004/5
The Fund for the PReservation of Industrial and Scientific Material (PRISM
Fund) supports the acquisition and/or conservation of a movable object or
group of objects illustrating the history of any branch of science or
technology.

4.2 Culture Minister David Lammy puts one month export bar on Viking
Treasure
Culture Minister David Lammy has placed a temporary export bar on seven
pieces of hack silver - six off-cuts of silver ingots and a fragment of a
stamped arm-ring. This will provide a last chance to raise the money to keep
it in the United Kingdom.

5. BBC
5.1 The People's Museum- BBC Daytime
Every museum in the country has a small treasure that isn't known about
beyond its own walls. For the first time these treasures are gathered
together and fifteen objects, as voted for by our viewers, will be given
their very own great exhibition, in the virtual People's Museum.

5.2 People's War
As part of the final phase of the BBC People's War project, prior to the
site's closure to public contributions, we would like to invite museums,
archives, local studies and special collections institutions to signpost
their World War Two collections on the People's War website

creating their own personal page within the site and adding as much

6. COMMUNITIES FIRST
Broadband Support Scheme - 27 September 2005
As part of the Broadband Wales Programme, this scheme provides a subsidy for
a broadband connection from a range of technologies including xDSL, Cable,
wireless and Satellite. 

This support will effectively reduce the cost of broadband, thus ensuring a
level playing field on which Welsh businesses can compete. The subsidy is
restricted to one per organisation for all eligible forms of connectivity to
a maximum value of £3,000 or 50 per cent of the total cost, whichever is the
lesser. The scheme is open to all small and medium-sized enterprises and
voluntary sector organisations located in Wales. There is also a "Try Before
You Buy" service that enables organisations to receive a demonstration of
Broadband and discuss requirements. Applications can be made at any time.

9.1 AIM SUSTAINABILITY GRANT SCHEME WORKSHOPS
The Welsh workshop will be held at Bodelwyddan on Thursday 16 February 2006
. Those who find it more convenient may attend the West Midlands workshop
which will be held at The Black Country Living Museum at Dudley near
Birmingham on Friday 11 November or the South West region Workshop which
will be held at ss Great Britain in Bristol on Thursday 01 December.
Attendance, which is open to all Independent Museums, is FREE to AIM members
and will cost £30 for non -members (This price will include one years free
membership of AIM).

During the Festival, Artstation will have an open studio to present and
evolve the ArtMap concept. This complex work has accrued many strands
including a recent placement with Countryside Council for Wales. 
Leading up to the Festival, the processes of ArtMap will be exhibited and

artists and a variety of practitioners and policy makers. During this period
the artists will also be reviewing the new database Interface created in

9.5 National Poetry Day 2005
The Poetry Society invites the nation to vote for the poem they would most
like to send into space, to be read in 100 years time. The winning poem will
be announced on 6th October, National Poetry Day 2005 and will be displayed
at the National Space Centre, Leicester.
Once again, we're celebrating the week around the day as Poetry Week -
there's so much poetic activity around the country it won't all fit into one
day.

9.6 Historic Houses Parks and Gardens Event

10. FUNDING AND AWARDS
10.1 Gift Aid on donations that attract a right of free admission to charity
property
The legislation makes provision for Gift Aid to apply to donations that are
made in place of an admission fee, paid to charities that open to the public
for the viewing of property.
Charities that open to the public free of charge but seek voluntary
donations from visitors are not subject to this legislation.

10.2 European Museum Forum
The European Museum of the Year Award
winner holds a Henry Moore trophy for one year. Certificates are awarded to
a small number of museums which are judged to deserve special commendation.
The Council of Europe Award
is a special award in the form of a trophy by Joan Miro made to a museum
which is judged to have made a notable contribution to the understanding of
the European heritage.
The Micheletti Award
provided by the Luigi Micheletti Foundation in Brescia, goes to the most
promising technical or industrial museum among the current year's
candidates.

10.3 Study Of Medieval Burials Won Heritage Research Presentation Award
An account of an archaeological excavation of an early Medieval site at
Raystown, County Meath, Ireland by Matthew Seaver, has won the first prize
in this year's Heritage Research Presentation Award, announced on 8th
September 2005 at the BA Festival of Science held at Trinity College,
Dublin. Anne Carey's study of the life and achievements of Harold G Leask,
the first Inspector of National Monuments in the newly founded Irish Free
State , was the runner-up. They will receive a cash prize of £1,500 and £500
respectively.
The Award for the Presentation of Heritage Research 2005 is sponsored by
English Heritage, the Royal Archaeological Institute, Cadw, Historic
Scotland, the Environment and Heritage Service(an agency within the
Department of Environment, Northern Ireland), and the Department of the
Environment, Heritage and Local Government (Republic of Ireland).

10.4 Cyfanfyd Launches Global Learning Awards 2005/06...
Cyfanfyd is delighted to announce that, as part of a new partnership with

11.1 Committee Vacancies
The Museums Association is looking to fill vacancies on the editorial
advisory panel for Museums Journal. The panel meets 3 times a year, in

11.2 MA backs the Hague Convention with 'reservations' 
The government has launched a consultation document asking how best the UK
can meet its obligations under the Hague Convention on the Protection of
Cultural Property in the Event of Armed Conflict... 
The Department for Culture, Media and Sport is proposing that the convention
should include over 100 museums and galleries across the UK, with 'enhanced
protection' being offered to national galleries. As a comparison, Germany,
which has already ratified the convention, lists 2,000 museums, libraries

Touring exhibitions are an excellent way to bring objects and stories to a

Most historic buildings struggle to give every visitor access to all areas.

14.1 Welsh Index of Multiple Deprivation 2005

The Welsh Index of Multiple Deprivation 2005 (the Index) has been produced
as a partnership project between the Welsh Assembly Government and the Local
Government Data Unit - Wales. It replaces the Welsh Index of Multiple
Deprivation published in August 2000. The aim of the Index is to model
levels of deprivation in Wales, and to support policy development and the
targeting of resources. 

14.2 Artist Mundi Prize 2006 - Welsh artist shortlisted for international
prize 
Welsh artist Sue Williams is one of eight artists chosen for the Artes
Mundi, Wales International Visual Art Prize, announced today (Wednesday

14.3 Acquisition of the Newly discovered Bronze Age Gold Hoard from Burton
Bronze Age gold, which has been buried for more than 3,000 years in North
Wales, has been successfully acquired by the National Museums & Galleries of
Wales (NMGW) thanks to a grant of £35,000 from the Heritage Lottery Fund
(HLF).

14.4 Secrets Of Medieval Wales Revealed
The results of a painstaking study of medieval life in rural Wales are
uncovered in a new book launched on 22 September by the Welsh Assembly
Government Minister for Culture, Welsh Language and Sport, Alun Pugh AM.
Houses and History in the March of Wales brings together some 15 years' of
investigation of houses of peasants and farmers by the Royal Commission on
the Ancient and Historical Monuments of Wales. Among many fascinating new
insights about everyday life in the past is the discovery of the oldest
dated house in Wales, which new tree-ring evidence has revealed was built in
1402.

15.1 Vision for the future for the charity sector unveiled at event in
Manchester 
The National Council for Voluntary Organisations (NCVO) - the umbrella body
for charities in England - today unveiled its vision for the future of the
charity sector at a special reception held at Manchester's Urbis.

15.2 Climate Change and the Historic Environment Report
UCL's Centre for Sustainable Heritage has published a major scoping study on
climate change and the historic environment, including historic buildings
and standing structures, buried archaeology, parks and gardens.

research provides a view on the potential impact of various climate change
scenarios on a range of historic assets over time.

15.3 Art Projects To Help Celebrate Brunel's 200th Birthday Revealed
Details of a series of art projects commissioned as part of celebrations to
mark the bicentenary of Isambard Kingdom Brunel have been revealed. 
From a sound installation to photographic projects and murals artists will
work independently and with schools in Bristol - the city most synonymous

15.4 "Youth Matters", Youth Green Paper Consultation
MLA North West and MLA will be responding to the consultation paper to
ensure the government is fully aware of how museums, libraries and archives
can make a significant impact on the lives of young people. MLA North West
would like to gather the views of museums, libraries and archives and our
partner organisations in the North West on the Youth Green Paper in order to
put together our response.

15.5 London Disability Network for Archives, Libraries and Museums
ALM London has established a Disability Network and discussion forum for
sector practitioners, customers and others with an interest and/or expertise
in access and inclusion initiatives.
The aim of the Network is to provide a regional forum for discussion,
partnership-building, consultation and action planning that specifically
focuses on access and equal opportunities for disabled people.
