Once again it comes down to recourses and area specific problems which I
feel are largely geologically based. How does differing geology affect
contaminant transportation, Bioaccessibility and soil gas production. My
answer is I don't have a clue but I know it does. so I prefer to insist
on getting a consultants to find out and shoulder the responsibility or
at least pass the responsibility on to Development and Building control.
In many cases the risk assessment process may stop after a desktop study
and in these cases any condition can be recommended to be discharged. I
think it's a case of following CLR 11 and documenting the thought
process.
One last thought as enviro-searches and Homecheck reports become more
detailed and the public have open access to information combined with a
growing awareness of land contamination and environmental issues at
large would it not be wise to adopt a policy that promotes confidence in
new build with sensitive end uses? Probably a long way beyond our remit
lol ;-)

In my opinion there is no point having an si for all new builds in ALL
circumstances as it means the general application of a blunt rule thus
numbing its importance when we really mean it- thus we should try and
have rules/guidelines to help us.
However I could see the point of having a less onerous condition that
required a standard SI for all low risk sites... and that had supporting
guidance on the scale of investigation needed- as a reality check. This
would be similar to our approach to low i.e. virtually none existent gas
risk for old pits. we say something to the effect of
either investigate and .... or build to BRE. its a fudge but at least
every one understands what needs to be done- put a membrane in.
My problem is the diversion of finite effort. not the worthiness of the
cause.
