I can confirm that the Teknical repository (which is a separate product 
from Virtual Campus) can indeed export learning objects.

It has a security model that allows administrators to restrict 
download/export rights so not every user can download everything.  There 
is also a version management process that is very handy when you are 
developing and testing.

There are a number of other nice features which come in very handy.  One 
which I found very useful was the facility to aggregate learning objects 
into a single seamless package for students.  As a result I was able to 
create a generic introductory package and stick it in front of several 
different content packages rather than having to repeat the same pages.  
Admittedly you can do the same thing in RELOAD, but it is nice to be able 
to do it through the repository so you know that any changes you make in 
the common object will immediately appear in all the aggregate objects.

It is also comforting to know that the object that is exported from the 
repository is exactly the same as the one that is imported so there are no 
concerns with the repository unpacking and repacking objects as appears to 
be the case in some other systems.

For the record content in Virtual Campus (as opposed to the repository) is 
stuck there--which was probably part of the motivation behind the 
repository.
