Release of second CD-ROM "The Disability Convention - Making it Work"
On the 11th August, Handicap International, the International Disability
and Development Consortium (IDDC) and Source launched the second edition
of ‘The Disability Convention – Making it Work’ in New York. This launch
took place in cooperation with the UN Economic and Social Commission for
Asia and the Pacific (UNESCAP) during the 6th Ad Hoc meeting for the UN
Convention of the Rights of Persons with Disabilities.
This CD-ROM promotes the inclusion of disabled people in international
development and holds over 120 documents that can help aid agencies and
development organizations to mainstream disability into poverty reduction
strategies and development programmes. A previous version with just 90
electronic documents has been launched in February.
Many issues have been resolved at the second reading of the draft text of
the UN Convention of the Rights of Persons with Disabilities. However,
Handicap International, IDDC and Source urge the European Union (EU) to
support the addition of a specific article on International Cooperation in
the UN convention. The UN estimates that 1.2 billion people live with less
than $1 a day. One in five people on the poverty line, or 240 million
people, are disabled. A specific reference to international cooperation
will be an important means to promote disabled people’s human rights and
will help in the implementation of the Convention, enabling countries to
work together on issues such as education and employment. Otherwise the
convention will not be able to benefit most disabled people worldwide.

The UN Convention: The General Assembly of the UN decided in its
resolution 56/168 of 19 December 2001 to establish Ad Hoc meetings for the
negotiations of a "Comprehensive and Integral International Convention on
Protection and Promotion of the Rights and Dignity of Persons with
Disabilities".
