The Sarum Use has (apart from other verbal variations): "una cum beata
patre nostro papa N. atque rege nostro N. necnon et episcopo nostro N."
I would suggest that you are quoting from the Use of the diocese of Rome -
which was, of course, within the Holy Roman Empire.
