I would like to clarify this important point.
The decision to place a version number in the namespace URI
was taken at a Dublin Core Data Model WG meeting in September
1998 in Crete (in fact, it was you who posted that decision
to [log in to unmask]). The namespace at that time
was "http://purl.org/dc/elements/1.0/". This precedent was
then followed in 1999 for "http://purl.org/dc/elements/1.1/".
In 2001, however, the Namespace Policy [1] clarified the
following (in section "V. Justification"):
-- "it was considered that embedding versioning information
within the namespace URI was unlikely to be helpful to the
long-term stability of DCMI namespaces".
-- "although the 15 elements currently within the
http://purl.org/dc/elements/1.1/ namespace could have been
redefined within the http://purl.org/dc/terms/ namespace,
it was considered that the widespread existing usage of
the former namespace URI mitigated against any change."
In other words, the decision to use versioning information
in the namespace URI was taken before the drafting of the
DCMI Namespace Policy (and in my recollection, you agreed
with the decision at the time).
Given the current policy, however, it is very unlikely that
DCMI will repeat this problem.
