If you only want to create 'simple' DC, then you can use DC-dot
http://www.ukoln.ac.uk/metadata/dcdot/
(leave the URL field blank and click on the 'submit' button to create a
new description).
The source code (rather messy Perl I'm afraid!) is available if you want
to install DC-dot locally, in which case you can modify the fields to add
additional properties. Contact me privately if you want to do this.
