standard on-line Stuttgart edition (plural because the main module
includes the Gallican psalter, but the _iuxta heb._ is available as a
separate piece).
Many of the Bible web sites include both the Stuttgart Vulgate and a
word search function; e.g.:

All of these are strictly verbal and so require inputting all the forms
you're interested in (amo, amas, amat, etc.).

and is smart enough to find all the forms, too, although not to

Covering only half the alphabet and therefore perhaps of more
antiquarian interest than use, Gallica has available the first two
volumes (or so I assume, since they cover A-M) of a Vulgate concordance
from 1474. Since this antedates verse numbers, you might also need to do
some hunting for the modern locations. The text is clearer than many at
Gallica, but it's still not particularly easy to read or use. It's under
the title _Quolibet volenti requirere concordancias in hoc libro_.
