This is not really a problem for us in HealthInsite because we are not
currently concerned with place of publication.
If content relates to a particular place, then we include the place name in
dc:subject and avoid dc:coverage. The background hierarchy coding of our
thesaurus enables the name to be identified as a place (country, state or
capital city). So if we ever decided to use dc:coverage instead, it could
be done automatically.
If place of publication is needed, then I think dc:publisher is the place
for it. The simplest way is to include it as part of the name but it
depends on whether you want to maintain an authority file. I have
considered coding for type of publisher (federal government, state
government, university etc) and possibly place at a very broad level. If I
went ahead with this, I would probably build it into background coding like
our thesaurus hierarchy rather than displaying it in metadata output.
