As I understand it, there have been problems maintaining SCORM
compliance sometimes when upgrading but ordinary files I don't think
would present any problems.

Like the others here, I've never experienced problems when upgrading
Moodle, and I've done it a number of times (different sites, too).
Unless... Just wondering, what exactly do the tech people mean "files
will not transport"? Do they mean files with materials uploaded into
Moodle? No problem, then. Or, maybe they mean that they have customised
some of the Moodle files (the program code)? If this is the case, then -
depending on the extent of those customizations - upgrading might be a
little bit of effort.
