Roundtable: Disability Mainstreaming in Practice: The Case of Inclusive
Education
Roundtable dates and venue: 4-6 May 2005, Sunway Hotel, Phnom Penh, Cambodia
This is the final roundtable in a series of three focusinjg both on the
links between poverty and development and examining the issues of
mainstreaming disability in development. The roundtables have been schedule
to take place over the course of 6 months from November 2004 to May 2005.
Each is looking at a different but interlinked theme, and learning is being
shared between the roundtables (see:
http://www.disabilitykar.net/events/roundtable.html). The final roundtable
is being organised by the Disability Action Council (DAC) and Healthlink
Worldwide (UK). There is also a roundtable e-forum - see next page.
The roundtable format has been designed to provide an opportunity for
decision-makers to learn from and hear the views and experiences of people
with disabilities, disabled people's organisations, and organisations and
institutions working on disability in the South, bridging the communication
gap between stakeholders at the grassroots level and policy makers. The
roundtable will focus on current practice and will help articulate practical
steps for moving forward on linking disability policy and practice in
relation to mainstreaming disability in development and more specifically
implementing inclusive education.
Aim of the roundtable:
The aim of this roundtable is to enable lessons from more mature experience
of implementing inclusive education policies in Lao PDR to be shared with
recent initiatives in Cambodia and Vietnam. It will build on the UNESCO
regional conference celebrating 10th anniversary of the Salamanca Statement.
Objectives of the roundtable:
. Provide an opportunity for decision-makers to engage in discussions with
people with disabilities and disabled people's organisations
. Provide a space for participants, in particular people with disabilities
and disabled people's organisations to share learning and reflect on current
practice
. Engage key stakeholders in discussion and dialogue around issues affecting
the use of knowledge to change policy and practice
. Bridge the communication gap between stakeholders at the grass roots level
and policy makers
The roundtable will be fully participatory, and participants will be
encouraged to share their experiences. There will also be the opportunity to
develop individual and organisational action plans, and to contribute to an
end-of-roundtable statement.
Participants will include:
. People with disabilities
. Senior level staff within local/regional disabled people's organisations
. Senior level staff within local development NGOs
. National and regional policy makers/representatives of the Ministries of
Education in the region
. Representatives from international donor organisations
. Senior level staff within national and international organisations working
on disability and development in the region
Roundtable e-forum:
There will also be a roundtable e-forum over the period of the roundtable to
generate online dialogue about inclusive education. The e-forum will also be
used to gather input for the roundtable and to enable those unable to attend
to contribute to the discussions.

Organisers of the roundtable:
This roundtable is being hosted and organised by the Disability Action
Council (DAC), Cambodia and Healthlink Worldwide (UK). It is part of the
Department for International Development's (DFID) Disability Knowledge and
Research Programme (Disability KaR), a programme jointly managed by
Healthlink Worldwide and the Overseas Development Group at the University of
East Anglia, UK.
Registration:
We strongly encourage international organisations to cover the costs of
their attendance if possible, so that those organisations that have limited
resources and are usually restricted from attending such events can
participate. Healthlink Worldwide is able to offer funding for a limited
number of participants, which will cover travel and accommodation.
Owing to the amount of interest in this roundtable, those wishing to
participate in this roundtable should prepare and submit a short (1 page)
application covering the following issues:
. Why you want to attend the roundtable
. What experience you will bring to the workshop
. What you expect to get out of the workshop
. How the roundtable fits with your organisation's mission, vision and
objectives
. Whether you will be able to cover the costs of your attendance, and if
not, whether you are looking for funding for travel and/or accommodation
costs.
