I do not think it is voodoo if we say that you may want to check outbound connections
via port 2401, that is quite reasonable, http://www.objectweb.org/phorum/read.php?f=49&i=24&t=24
The port could also be closed if you have a personal firewall.

It might be worth checking that this is indeed a firewall issue, so
we're not spreading voodoo.
This would be a firewall issue only if someone has configured their
firewall to restrict _outbound_ ports, which is either pilot error (so
they've either forgotten they've done it or they need a quick slap on
the head), or the act of paranoid campus network folk. Folk can test
it with:
% telnet cvs.starlink.ac.uk 2401
Trying 130.246.35.152...
Connected to saturn.bnsc.rl.ac.uk.
Escape character is '^]'.
^]
telnet> close
Connection closed.
%
So if Dennis does that and doesn't get the `Connected to...' response,
then it's something else.
