I've added
dist_starnews_DATA = ast.news
to libraries/ast/Makefile.am. If you include the dist_ then the file
will be distributed; if not, then presumably the news file is generated
somehow.
The note in my TODO list says:

I haven't done that. The file(s) just goes in to ${prefix}/news. This
probably isn't enough of a job, but it will mean that you can add
{dist_,}starnews_DATA to Makefile.am files now, and have them
distributed.
I'm now getting _anxious_ about Kyoto, and my need to be able to report
concrete TimeFrame progress to Arnold (and David and Tim), plus I
really want to be able to say something concrete about ontologies
there, if only over drink, so I'm afraid I'm going to punt any further
thought about this for the moment.
Tim, if you can tell me in words of one syllable what you think has to
be done with the news files I can surely implement that quickly (more
quickly than getting someone else to do it).
