So we have new init scripts for each package? When did that happen and
where is it documented?

I feel slightly uncomfortable with the idea of INIT being a use
dependency of _everything_. Most components that need them have their
own initialisation scripts: if this doesn't make the INIT scripts
redundant, doesn't it at least downgrade INIT to a convenience, and
thus not really a dependency?
I know this is how things are done at present, but since we're
implicitly changing quite a bit of the building and distribution
system, isn't this a ripe time to be reexamining other thigns, too?
