The source you had that listed 135 under age 80 is several years old. During the last several consistories John Paul II deliberately appointed well above the 120 figure, expecting that some would cross the 80-year boundary before the next conclave became necessary. As it turned out, he hit the target nearly perfectly--117 were eligible as of the day of his death, but two are too ill to come to the conclave, so 115 will be participating.

I had heard of the "under 80 only" rule before, but not the limit of 120 total, either. The document doesn't seem to explain how the surplus of Cardinals is dealt with, though there is a footnote (number 10) at the end of the sentance:

Perhaps those references hold the answer?
