the overall Assembly budget of the Freedom of Information Act? OAQ0033(FIN)
Sue Essex: There are no implications for overall Assembly Government budgets
resulting from this Act. A small team was established in January 2003 to
advise on access to information matters. It is occasionally necessary to
divert resources temporarily within the Assembly Government to deal with
information requests.
Mark Isherwood: As Benjamin Franklin said, 'Look before or you will find
yourself behind'. What research has been undertaken-and I hope that you will
confirm that research has been done-to assess the cost to national and local
government of administering the Freedom of Information Act? We know that the
number of applications to local government, and, I presume, to national
government, is increasing. What provision have you made in the Assembly
budget to allow for this?
Sue Essex: We have an advantage here in that, before the Freedom of
Information Act, we had our own code on access to information. That is why I
highlighted the fact that that team was established in January 2003. We have
had much experience on this, but we will keep it under review. There is a
big spurt of interest at present because it is new legislation, and we will
wait and see whether that interest continues. We will keep an eye on the
ball.'
