This is exactly the course of action I took when a student submitted a dissertation draft chapter to me. It was not plagiarised but the data was so odd that I concluded it had been fabricated. When the student did not show for the next appointment, when I had been intending to discuss this with her, I then wrote, explaining my concerns. The dissertation came in as a submission, without the dodgy data, and failed - but at least it was an honest fail! Plus, there may have been some learning.

My guess would be to look at the wording of the university regulations
for your institution. They usually say something like 'submitting the
work of others', which begs the question "Is submitting 'drafts'
submission? Stealing from a shop requires the person to actually leave
the shop.
However, if the person KNOWS the work is from a previous dissertation,
and has evidence of this, I would still advocate an approach of
coaching to avoid plagiarism, rather than an accusation. To wait,
without any honest discussion could be considered entrapment or unfair.
This seems a very extreme example (rare?), but if a student gave me
work for supervision, and I saw uncited work, I would explain what was
expected, and that regurgitation of others work is not acceptable.
