Hi all,
I am looking for lessons from around the world on the different models of bus contracting, specifically:
Full government provision of services;
Tendering at gross cost (cost of running a service + profit, Govt takes all revenue);
Tendering at net cost (cost - revenues, private sector takes revenue);
Full market provision (full commercial basis).
I am interested in the lessons coming out of any experiences overseas - what worked well, what didn't, stumbling blocks, where value for money could be better achieved etc. Any help or direction on any papers that could be useful in this would be most appreciated.
