I'm also in Canada and have worked in artist-run centres which pays CARFAC
(Canadian Artist Respresentation) fees. In trying to figure out how to pay
artists for an already existing web work, I think that you should treat the
presentation of the web work as an exhibition. Therefore, if you are showing
one web work (say, featuring it for a period on your gallery's website), then
the artist should get the solo show rate (currently $1200, I think). I see
that you are setting up a "permanent" online archive, so you could consider
this a group show; the artist would then get paid accordingly
(http://www.carfac.ca/). Perhaps you could budget for the "permanent" part (by
which I am ASSuming you mean that the archive will continually add new works)
by including an extra group exhibition in your program each year.
Good luck. I'd love to know what you decide to do as I will be curating an
on-line exhibition of exisiting webworks myself this year.
Oh, and just a quick anecdote: CyberPowWow 2 (or maybe 3), an on-line group
exhibition of new web works that I curated (independently), was once presented
in a centre's programme and we were paid $70 --split between 6 of us! The
cheques were generously rounded up to $12 each. %)
