At the British Geological Survey we decided to write our own because we needed a system that would link to a number of existing applications (e.g. National Archive of Geological Photographs - http://www.bgs.ac.uk/photoarchive/home.html and, in the future, our web-based GIS system GeoIndex - http://www.bgs.ac.uk/geoindex/home.html and online sales). We also needed a system that was 'future-proof' as well as flexible in dealing with images from many different sources, ranging from Scanning Electron Microscopes to glass plates and digital field cameras to computer graphics.
Our system is based around an Oracle database with web application and image loader. I would be happy to discuss further offline.
