This is the main part of the tender documentation sent out by BECTA yesterday. If you wish to apply for this, then you will need to access a number of documents. I have not yet had a chance to find the URL for them on the BECTA site, and will send this on later.

2	Statement of Requirements
2.1	Introduction
EnrichUK digitisation programme 
Call for tenders to repurpose content to meet the requirements of the National Curriculum
You are invited to submit a proposal to repurpose content developed for the EnrichUK digitalisation programme <http://www.enrickuk.net> . 

2.2	Aims & Objectives
We anticipate making approximately three awards up to the value of 50K per project. Tenders must demonstrate best value by developing engaging and unique resources, that have clear contributions to make towards transforming the experience of both teaching and learning within the National Curriculum <http://www.nc.uk.net> .  Projects must involve collaboration between two or more EnrichUK projects, or within a Consortia. It is essential that the product or service meets the requirements for inclusion on Curriculum Online as specified in G002 Eligibility Rules for Curriculum Online Content <http://register.curriculumonline.gov.uk/page.php?id=42>  and implements Minerva technical guidelines <http://www.minervaeurope.org/publications/technicalguidelines.htm>  (which update the NOF digitise standards) for digital content creation implementing W3C Web Accessibility Initiative Recommendations to meet WAI level AA conformance. 

Projects should not normally be developing new content, and may wish to consider how they may use existing shared infrastructures such as the People’s Network Discover Service (www.peoplesnetwork.gov.uk/discover) or Learn with Museums (www.learnwithmuseums.org.uk).

2.3	Criteria for assessment
All tenders will be assessed against the following broad criteria, which are not in any order of significance.
	*	Value for money
	*	Re-use of existing digitised resources funded under the Big Lottery Fund EnrichUK or NOF-digitise programme 
Educational impact
*	Demonstrates a creative or innovative approach towards meeting the knowledge, skill and understanding requirements of one or more key stage 1-4 programmes as detailed in the National Curriculum <http://www.nc.uk.net> . Bids should demonstrate an awareness of other existing projects and learning resources.
*	Use the Inspiring Learning framework (www.inspiringlearning.org.uk) to plan and assess the learning outcomes of the project.
*	Bids should demonstrate a capability to meet the requirements of one or more of the following: the inclusion agenda; gifted and talented learners or special educational needs. 
*	Soundness of instructional design/pedagogic approach to the proposed development. 
*	Knowledge, experience and involvement with the schools sector and the particular subject areas included in the procurement.
*	All newly commissioned resources should be made available under Click-use, Creative Commons or similar licences to enable the use and re-use of these commissioned learning resources for non-commercial purposes. In this way, commissioned materials would meet the original NOF-digitise programme requirement for materials to be made available free at the point of use through the People’s Network and the National Grid for Learning.
Technical design and quality standards
	*	Projects must implement where appropriate Minerva technical guidelines <http://www.minervaeurope.org/publications/technicalguidelines.htm>  (formerly NOF digitise standards) for digital content creation.
	*	Projects must implement W3C Web Accessibility Initiative Recommendations to meet WAI level AA conformance. <http://www.w3.org/WAI/WCAG1AA-Conformance> 
	*	The proposal must demonstrate soundness of proposed quality processes and procedures.
	*	There must be a committment to meet, apply for and maintain appropriate media and educational accreditation standards and trust marks (National Grid for Learning <http://www.ngfl.gov.uk> , Curriculum Online <http://www.curriculumonline.gov.uk/> )  where relevant. 
Project management 
*	Skills, expertise and experience of the project team. 
*	Demonstration of sound project scheduling ability.
*	Experience in, and approach to, project management. 
	*	Tenders must involve collaboration between least two or more EnrichUK consortia or stand-alone projects. 
All bidders may be required to make a presentation to the assessment panel

2.4	Project Outcomes
Project deliverables will be due 15th March 2006.

At the end of the project the following deliverables will have been accepted by Becta:-
	*	documentation of the process highlighting ongoing issues and risks of generalising this solution to further contexts;
	*	products or services delivered to schools reaching the agreed service level; 
	*	products or services registered with appropriate resource discovery services (NGfL, COL);
	*	evaluations and teacher assessments
