I don't disagree with your point Kate, but NOT every member can lead the
organisation all the time,. The people you refer to are in specific
roles and posts at specific times and can lead for that time. But there
are huge numbers of members you cant be in those roles at any time,some
of the time, or all the time.

I have to disagree with this, Frances. Leadership is something that is
done on all levels - different parts of the organisation can lead on
different areas. It is part of being a member of the organisation that
we work from within to make any changes/ developments we think are
important. This could mean leading on a particular area - witness the
Presidents taking a theme for their year, with the advocacy work
carrying on in some cases way past their year in office - surely they
are leading as well?
Plus I know many great leaders within CILIP who have moved a particular
agenda forwards for the whole organisation, or are making sure that the
groups and branches are working with and for the whole organisation.

their circumstances, participate as and when they are able, wish or need
to, but surely many members are not in a position to lead?, and it would
