Colleagues
We have adopted various measure to improve the circulation of books but
one area that has been discussed but not actioned has been the sanction
of suspending access to the University network. It seems to us that
these days this may be a more powerful sanction to encourage the
circulation of stock in urgent or extreme cases than mere fines.
However, we are concerned that passing information on errant users even
to our colleagues in IT Services may be a breach of data protection law
insofar as the transfer of information to third parties is not
permitted. Additionally it is my understanding that, if personal data is
to be used, the data subjects have to be informed specifically of the
uses to which this information may be put.
Can I therefore ask you if you have deployed this measure and if so, how
have you gone about resolving the two queries I have raised. If there
are additional factors that I have missed I should also be grateful for
your input on these.
