One of the more prominent examples of this is what Drexel University here in the U.S. has done/is doing. Carol Montgomery has published numerous articles, one of which is in D-Lib Magazine at http://www.dlib.org/dlib/october02/montgomery/10montgomery.html on comparisons between costs for e-journals vs. print. Another recommended article is:
