Take the E Only Test by A. Ben Wagner. I am sure you will find it helpful.

Dear All

We are currently looking at increasing the variety of e-only resources
on our library catalogue (both free and subscribed). This could include
adding websites and databases as well as ejournals and ebooks. Has
anyone produced any guidelines or policies around this area?  I would be
very interested to hear about your experiences of doing this.
