TIF is a lossless compression, whereas PDF image saving will usually involve
a lossy compression. The reality is that for our documents there is all the
resolution that is needed at 300dpi (we scan and save at this resolution),
with no discernible loss of quality that would affect usage of the image in
the future, including for medicolegal purposes.
PDF files are universally readable, but so are TIFs (although some
compression types are NOT universally readable). But the image files ar
significantly smaller for a PDF file compared with a TIF - I did some work
on this on documents a number of years ago before deciding on scanning to
PDFs.
