within the trust we have always seen the her as made up of 3 things
the GIS
the archive
the text database
all of these are integrated into one another to create a stronger whole
sure you will never have every digital image, cad survey attached in but
you will have the lions share. This creates a powerful resource of
integrated
information for users, researches etc

Survey Archive
The fully indexed and referenced survey archive and all of its
supporting material
should be deposited at The Cirencester Estates Office (marked for the
attention of the SMR Manager) or at the Regional Archaeologist Office as
appropriate. For advice on the composition of archives and standards and
practices consult the SMR guidance note.
Recording Site Activity - A full record of the survey and any associated
activities should be made in accordance with the NT Recording Site
Activity Guidance Note.
Report Production and distribution
The report must be word processed and supplied on either CD or 3.5" disk
in Word or RTF formats. For advice on producing a report refer to the
Historic Landscape Survey Guidelines.
we also have archive policy and a guidance note that details what
formats we accept and we have an archive index form that we expect
contractors to fill in
we really must take on board the fact that the future must be integrated
resources with a rich base of content. An SMR is not just an index it is
a resource of information who's content should be wide and rich.
I must agree with frank here and indeed it is what we do in the national
trust and it works well. I am responsible for the archaeological archive
in the trust as it is integral to the SMR as it should be.

Let's be clear, HERs are not archives, and they do not nor never will
hold "all data recovered from archaeological interventions". They are
indices to different types or bodies of evidence. Researchers will
always have to go to the original archives or publications for detailed
information. However, I see no problem in contractors being asked to
fill in an A4 page (or several) pro-forma with meta-data or pointers to
the kinds, quality and location of arch sci evidence for HER officers to
enter. I think the real problems will be the quality of this pro-forma
data, and when we get it.
