It was decided at the Granada meeting of the ECPR Green Politics Standing Group to set up a Green Politics email discussion list to improve information exchange within the community of academics working broadly in the filed of green politics. The list will replace the Newsletter as the basis for advertising conferences, new publications, requests for information and for short book notes. The hope is to establish a vibrant exchange of views, information and news.

This April the ECPR and Palgrave Macmillan re-launched EPS with a re-designed cover and layout, increased content to include an annual Reviews issue, a developed aims and scope and a fully searchable on-line presence.

From now ECPR members will receive one copy of EPS as part of their membership subscription (sent to the Official Representative).  However, if an ECPR member library takes out a full subscription (which includes on-line access), individuals within that institution will be eligible to receive up to 10 free copies.

ESRC Centre Linked Studentship in Environmental Policy Analysis

Applications are invited for a fully funded ESRC Centre 'linked' studentship, which is available in the RAE 5** School of Environmental Sciences at the UEA, Norwich:

Innovation in European Union Policy? Exploring the Potential of New Modes of Environmental Governance, which will be supervised by Dr Andrew Jordan and linked to the ESRC core funded Centre for Social and Economic Research in the Global Environment (CSERGE) (for a project summary, see: http://www.uea.ac.uk/env/studentships/jordan_may05.doc).

The studentship will commence on 26 September 2005.  It can be undertaken either on a '1+3' or a '+3' only basis depending on whether the successful applicant has already received ESRC recognised postgraduate training. The New Right and Power - Call for papers

For some twenty years or so now a number of organisations on the far right, neo-regionalist right, separatist right and neo-conservative right have been (re) appearing in several European states. Some has enjoyed substantial electoral and political success like the Freiheitliche Partei Österreichs in Austria, the Vlaams Belang in Flanders, the Lega in Italy or the central Swiss Democratic Union. 

The far right parties, the major component of the new right, have already been subjected to very close attention by the scientific community. Several studies have been devoted to them, examining their electoral nature, their identities, their discourse and programmes or indeed have attempted to identify their objectives.

The Centre d?étude de la vie politique of the Université libre de Bruxelles (ULB), and the Faculté des Lettres, des Sciences Humaines, des Arts et des Sciences de l?Education of the Université de Luxembourg are holding an International Conference on Thursday and Friday the 27th and 28th of October, 2005, at the Free University of Brussels, on a subject which has so far been under-researched: The New Right and Power. 

In positive terms, this call for paper is aiming to explore four major areas of investigation.

1. The New Right Parties and prospects of power 

Do the far right, regionalist right, separatist right and neo-conservative right wing parties intend to involve themselves in governmental and municipal responsibilities? Do such a scenario generate factionalism before and during the occupation of office? By what means could such power be obtained if such were the case, and under what conditions (the condition and type of the political system, for example) could they achieve power? 

2. The impact of holding office on the new right Parties 

What sort of impact has got participation in the power structure at the local, regional or national level on this type of political organisation: leadership, identity, organisational structure, electoral performance, membership numbers, membership and official profiles, relationships with other parties and fundamental political traditions?

3. The impact of the participation of the new right parties in the power structure on public policy 

Would the fact that the far right, regionalist right, separatist right or neo-conservative right had a share in power, or supported a party in power, as with the Dansk Folkeparti in Denmark, have a strong influence on public policy and the constitutional and legal order: in what areas, on which questions, how powerfully and with what success?

4. The impact of the new right parties? participation in power on the other parties 

What are the effects of these structures? participation in the power structure on the other players in the party system: strategy reformulation, programme reformulation, centrifugal or centripetal internal effects, etc.? Would they share in a rebuilding of the right and centre right parties in Europe, as the Alleanza Nazionale would seem to show in Italy, thus paradoxically supporting the creation of a European-level public space? 


Working languages will be English and French, with simultaneous translation provided. The organising committee will bear stay expenses. 

The Conference will be expanded by the publication of a book under the editorship of Pascal Delwit and Philippe Poirier, to come out during the first half of 2006. Offers of contributions in writing of one to two pages should be sent before June the 26th, 2005 in English or French to :

ESF - EURA CONFERENCE ON International Policies and Strategies of Cities 

Lyon (France) ? 10 december 2005 

Economical, cultural and political dynamics linked with globalization, the end of the fordist mode of accumulation, the fall of the old communist regimes in Eastern Europe and the recomposition of the States have given metropolises new functions in the political and economical regulation of modern societies. In that context, big cities are developing new international initiatives and thus contribute to the changing of a political order historically centered on Nation-States. If there is a significant scientific controversy regarding the thesis of the disappearance of these Nation-States, it is nevertheless obvious that the domain of international and transnational relations is rapidly evolving with the emergence of new actors and new institutions. 

To give some reality to this process, some authors mention the building of a global polity in which the largest cities, along with NGOs, social movements and firms, play an important role. This conference aims at analyzing the policies and politics of internationalization of metropolitan areas located in various geo-political and institutional contexts. These international activities will be placed in an historical dimension and be put in the present political environment. For comparative purposes, the selected urban areas will be chosen in the European Union (France, Hungary, Italy, Lituania, the Netherlands, Spain, United Kingdom) as well as outside the E.U. (Canada, Russia, Switzerland, United States). With this comparison, this conference will contribute to the understanding of the role of metropolises in the making of a new global political order and of the post-fordist transition. 

There will be no call for papers for this conference. Papers will be presented by members of CITTA and invited speakers. CITTA is an ESF network co-chaired by Prof. E. d?Albergo (University La Sapienza, Rome) and Prof. C. Lefèvre (University of Paris 8).

The Working Group "East European Societies in a comparative perspective"
invites to an international conference on

International Relations in Eastern Europe

16-18 March 2006

Since the breakdown of the of the socialist systems in Eastern Europe 
international relations in the region have undergone constant changes. 
What has been stimulating these changes? How have actors and structures 
in the region evolved? The aims of the conference are twofold: First, we 
want to bring together regional experts conducting systematic empirical 
research about the developments of international relations in Eastern 
Europe. Secondly, we aim at gathering IR specialists with a theoretical 
background as well as researchers working on other regions in order to 
discuss the potential of more general theoretical approaches for 
regional analyses and to conduct interregional comparisons.

We herewith invite interested scholars to submit paper proposals which 
should evolve around the following key issues:

1. /Transformation and international relations/: Papers proposed for 
this section should focus on domestic (societal, political and economic) 
determinants of foreign policy in Eastern European transformation countries.

2. /Regional and sub-regional cooperation in Eastern Europe/: Papers 
should focus on the development of regional and sub-regional cooperation 
(CIS, GUUAM, Black Sea cooperation or others) as well as on the 
questions pertaining to the enlargement processes of Western 
organisations like EU and NATO influence regional relations.

3. /Eastern Europe and Globalisation/: Papers submitted for this section 
should evolve around two main topics: /energy/ /relations /as an 
expression of economic globalisation and their impact on international 
relations in the region, and trans-border /migration/ as a societal 
phenomenon closely intertwined with globalisation processes.

4. /Conflict and international relations in Eastern Europe/: Papers 
should ask how violent and/or non-violent conflicts in Eastern Europe 
and the participation of external actors in its solution have determined 
international relations in the affected (sub)regions.

5. /International relations in different regions: /The aim of this 
section consists in comparing international relations, regional and 
sub-regional cooperation and integration in different regions (Latin 
America, Africa, Asia) in order to discover particularities and differences.

2005 Berlin Conference on the Human Dimensions of Global Environmental Change
Berlin, 2-3 December 2005

The Berlin Conference Steering Committee and the Environmental Policy and Global Change section of the German Political Science Association and its partners invite papers for the 2005 Berlin Conference on the Human Dimensions of Global Environmental Change, to be held in Berlin on 2-3 December 2005. This conference will be the fifth event in the series of annual Berlin Conferences. This year?s discussions will address the theme ?International Organisations and Global Environmental Governance?. 

Keynote speakers include:
Dr Rajendra Pachauri, chair, Intergovernmental Panel on Climate Change
Dr Klaus Toepfer, executive director, United Nations Environment Programme
Juergen Trittin, federal minister of the environment, nature conservation and nuclear safety, Germany (tbc)

- the title of the proposed paper, 

- an abstract of less than 300 words (longer abstracts will be rejected. No graphs, references, tables etc. in the abstracts please), and

The deadline for proposals is 31 May 2005. 

All paper submissions will be reviewed by an international review panel. Notification of the decision will be sent by e-mail no later than 30 June 2005. Full papers are expected by 15 November 2005.

We are making all efforts to ensure funding to reimburse the travel costs of some conference participants, with a preference for junior colleagues and colleagues from developing countries. Paper presenters and other participants are asked to contribute a registration fee of 120 Euros (50 Euros for students with valid student ID) upon registration.

Progress & Problems in Building a European Legal Order: Europeanization through the Transposition and Implementation of European 
Union Directives

Les 24 et 25 juin prochains à la Chambre des Députés du Grand-Duché de 
Luxembourg

Cette conférence consacrée à l?européanisation des législations nationales 
des Etats membres de l?Union renvoie à la question de l?impact de l?Union 
sur les capacités des Etats membres à initier et conduire des politiques 
publiques propres. Dans  les années 80, Jacques Delors avait prédit que 80% 
des réglementations économiques dans les Etats membres seraient basées sur 
des normes dictées par l?Europe. Qu?en est-il réellement ? Aucune étude 
empirique systématique et comparée n?existe à ce jour. Néanmoins, on 
retrouve dans les débats autour de l?adoption du Traité établissant une 
constitution pour l?Europe et dans de nombreux ouvrages sur la construction 
européenne le « mythe » ou « l?hypothèse » des 80%, qui symbolise la 
prégnance de l?Union sur de la déperdition du pouvoir souverain des Etats.

Nous nous pencherons aussi sur le rôle des parlements nationaux dans 
l?élaboration et dans l?implémentation des législations européennes et 
l?adaptation demandée aux administrations nationales pour traiter ce 
travail. Il s?agit également d?un point assez peu étudié alors que les 
questions de contrôle démocratique et de contraintes internes dues à 
l?harmonisation des législations et des structures sont aussi des enjeux 
sur lesquels les citoyens européens demandent des réponses.

La session inaugurale du vendredi 24 juin après-midi traitera plus 
particulièrement des bons et des mauvais élèves européens en termes de 
transposition correcte et dans les temps des directives européennes. Une 
table ronde permettra de confronter les résultats des recherches existantes 
à l?expérience de plusieurs personnalités luxembourgeoises représentant 
différentes institutions impliquées dans ce processus d?européanisation des 
législations par la transposition des directives émises par l?Union.
