At the University of Salford we have a similar system in place to yourselves. We do allow a student to turn up to the main examination venue up to 40 minutes late. However, a student is not allowed to leave the venue for the first hour, unless as a result of illness and then they are escorted to the Health Centre where they remain supervised until the first hour has lapsed.

Dear colleagues
I have been asked to ascertain how strictly or otherwise, other
Universities deal with students arriving at exam halls after the
examination has started.
At the University of Bristol, we currently allow students to enter the hall
up to thirty minutes after the start of the examination, and consequently,
do not permit any student to leave within the first thirty minutes.
Therefore, any students arriving very late would normally be referred to
their department. Some departments will then allow the student to complete
the examination, particularly if they are a finalist and can provide a
satisfactory explanation for their late arrival. The Exam Board then has
the authority to determine whether the mark obtained should stand.
However, a number of departments have suggested extending the time limit
for entry to the exam hall up to sixty minutes from the start of the exam
and subsequently, prevent students leaving within the first sixty minutes.
I would be grateful for your comments and, in particular, how 'late
arrivals' are treated at your Institution.
