looks unbelievably simplistic
I can't follow how it could be applied to an EAT system which would grow with the user or to bespoke kit.

If you go to the National Wheelchair Managers Forum web site
www.wheelchairmanagers.nhs.uk and look at the minutes of the last
meeting (11 April) there is a para on Payment by Results. Although it is
only a short statement, and does talk about 'wheelchairs', prosthetics
and EAT would also be affected.
