Transit entities in the U.S. often refer to the accessible public transit
requirements of the ADA as "unfunded mandates" but all new mainline (fixed
route) equipment must be accessible under the ADA. Wherever transit entities
operate a fixed route bus or rapid rail service, they must offer a
complementary paratransit (door-to-door) service within a 3/4 mile radius of
the fixed route for people with disabilities who do not benefit from
accessible mainline service. (Commuter rail service was exempted from the
paratransit requirement.)
In addition, in some states (such as Illinois), accessible public transit is
mandated under state human rights laws that in some cases, require greater
public transit accessibilty than the ADA.
