True. I suppose the questions are `which is more natural for the
person reporting the bug?', and `which makes it easier for us to
determine which bugs are outstanding which we might have an interest
in?'. Myself, I feel that pushes towards a coarser grain, but it's
pretty marginal. Steve, what do you think?
