This matches what Norman thinks that the autoconf manual means. I think.

If the effect is that it's impossible to make world on some systems
it seems a bit drastic. Some sort of warning emitted at configure
and/or build time that the distribution-state package ought not to
be distributed might be a better bet? Of course that's quite likely
not to get seen during the build, but in practice I bet not many
people will be building for cross-platform distribution without
flex in place, so I'd be inclined to go for it as the lesser
of two evils.
